Estimates from the U.S. Census Bureau for 2007 show the average earnings for men with high school education were $42,466, while those with bachelor's degrees earned $88,843. In order to provide access to training that could lead to a high-paying job, the U.S. Department of Education awarded grants to several universities that serve underrepresented students.

For example, California State University Channel Islands (CI) recently received two grants, including the Strengthening Institutions - Hispanic Serving Institutions (SI-HSI) grant and the Promoting Post-baccalaureate Opportunities for Hispanic Americans (PPOHA) grant.

"We are extremely pleased to receive these significant grant awards - a testament to our commitment to provide meaningful access for all CI students as well as for elementary, middle, high school and community college students throughout Ventura County," said president Richard R. Rush. "Encouraging a college-going culture in the county will provide a strong workforce for our future."

When CI was designated a Hispanic Serving Institution last spring, it became eligible to receive additional federal grants to support its programs.
