Education Stimulus Glossary

Definitions of the funds and grants involved in the Recovery & Reinvestment Act of 2009.

Educational Technology State Grants
As a merging of the Technology Literacy Challenge Fund and the Technology Innovation Challenge grants, this grant fund sends resources to local school districts with the goal of improving student achievement through the use of technology in elementary and secondary schools.

Federal Pell Grants
Provides need-based grants to low-income undergraduate and qualified post-baccalaureate students in order to give them improved access to postsecondary education.

Federal Work Study
Provides part-time jobs for undergraduate and graduate students with financial needs, allowing them to earn money to help pay education expenses.

IDEA Part B Grants to States
The Individuals with Disabilities Education Act (IDEA) Part B grant assists states in providing a public education to children with disabilities (ages 3 through 21) in a learning environment free of restraints.

IDEA Part B Preschool Grants
Assists States in providing special education and related services to children with disabilities (ages 3-5, as well as 2-year-olds who will turn 3 during the school year).

IDEA Part C Grants for Infants and Families
Supports families in meeting the special needs of their children with disabilities (infants and toddlers from birth to age 3).

Independent Living State Grants
Assists States in helping individuals with disabilities make the most of their individuality and productivity in mainstream American society. These grants provide financial support for the expansion and improvement of independent-living services.

Services for Older Individuals who are Blind
Assists States in providing support services for persons age 55 or older whose severe visual impairment makes competitive employment difficult to obtain, but for whom independent-living goals are desirable and reachable.

State Fiscal Stabilization Fund
Advances essential reforms across the public education spectrum (early learning through post-secondary education). Reform efforts include improved college and career standards, reliable evaluations for all students; development of pre-K through post-secondary and career data systems; increased teacher efficiency; and turning around the lowest-performing schools.

Title I Grants to Local Educational Agencies
Provides assets to local school districts per 2001’s No Child Left Behind Act by aiding low-achieving students in high-poverty schools, with the goal of helping a state’s K-12 schools to meet national academic standards.

Vocational Rehabilitation State Grants
Assists States in supporting a wide range of services designed to help persons with disabilities plan for and engage in gainful employment consistent with their strengths, resources, priorities, abilities, and interests.
